Redding Police Officer Allegedly Assaults Respected Business Owner

 



"If you know Little Sprouts Micro Farm,  a small locally sourced family-owned business since 2015, then you know Rick (Also known as Rick Turgal) and Heather Phillips. They are known for their high-quality delicious microgreens and edible blooms that are delivered to restaurants and businesses throughout Shasta County. They are an integral part of this community. 


Police body cam video does not account for why subject was transported by officer from original altercation, and what happened during transportation to the jail.

The Phillipses are reaching out for help and support in the events that took place on September 12th, 2024. On Thursday, September 12 around1:45pm to 2:15pm on Bechelli & Loma Vista, Rick was punched in the head over 10 times by RPD peace officer Bryan Cowan during a traffic stop. 

Rick was assaulted by this peace officer who has a track record for being involved in excessive force incidents. Rick was arrested for  Resist / Obstruct / Delay Peace Officer Unsafe Speed For Prevailing Conditions.

Rick was later admitted to UC DAVIS checking on a traumatic brain injury with complications due to a bleeding disorder that Rick was born with called hemophilia. The officer and multiple agencies denied Rick medical care which could have ultimately killed him due to his life-threatening medical condition.

Rick is not a threat and was denied medical care. He weighs 130 lbs and walks with a mobility device. And as someone with a medical alert, this is a huge violation of public trust. 

Please share Rick’s story. We have to demand justice for Rick and his family. We must hold people accountable in positions of power. The Phillipses are asking people to get involved and demand answers.

A quick google search of Officer Bryan Cowan quickly pulls up multiple articles involving him in officer shootings and lawsuits. 

July 23, 2018 a case that went to the Supreme Court  
Masa Nathaniel Warden had sued three Redding police officers in a civil case demanding damages of $360 million after the officers shot him a total of 17 times during a display of "excessive force" during Warden's arrest in 2018.

Warden had asked for $120 million in damages from each Redding police officer involved in the shooting incident — Officers Bryan Cowan and Nick Weaver and ex-Corporal Will Williams.”

Another case in which Officer Bryan Cowan is mentioned

A Redding man who police shot multiple times has been sentenced to nearly 20 years in prison for assaulting officers and threatening them with a knife.
“…Bailey later ran down Cypress Avenue with a knife in his hand toward officer Bryan Cowan, who told Bailey to drop the knife, according to an investigative report of the shooting. Rick Phillips is an upstanding business owner, Husband and Father in this community. Rick has been part of: Chair of Leadership Redding, Shasta Board Of Realtors ,YPN Chair, and a community activist.

He did not deserve this unprovoked attack. 

Rick and Heather have shut down their business temporarily to deal with this life-altering trauma. A gofundme is being set up and will be provided later if anyone is interested in helping.

I have learned that it is always important to listen to both sides of a situation. When I first read this article, I was alarmed and angry at the office, but waited till I could learn more.
This article is very biased towards the officer. Making accusations and irrelevant evidence from other situations that had no bearing of the present issue. This morning I saw the released officer body cam. It showed that none of these accusations were accurate. The driver was noncompliant and appeared either high and not in the full use of his mental capacities. He never obeyed the officer once to all of his lawful orders. So let’s be careful about making and believing any accusations against anyone until the full story is known on both sides.

Indeed , why was the cam turned off during transportation to the jail? Has he had interaction with this officer before? Why did he seem so terrified? How do you exit vehicle with seat belt around your neck and your arm practically twisted off?

Video shows the sovereign citizen being an idiot. The cop has a sense of humor. "Travelling right to jail!" I can't believe someone this ignorant can run a business.

The camera is turned off on the way to jail because there's usually a camera in the vehicle. They only released the footage of the body Cam, since that was the incident in question

Police vechiles have cameras in them, that can't be turnt off. He had his right arm free to take off his belt, instead he used it to put his car in drive and his handbrake down. He placed himself in a position where his belt went around his neck, while the officer, using reasonable force kept him secure. Stop being a sheep and look at the facts, RICK is a sovereign criminal.
