The 9th circuit court of appeals, has ruled in unconstitutional (cruel and inhumane), to criminalize their use of public grounds, when insufficient shelter space exists. Redding, is lining itself up for a lawsuit, if they don;t change their ways.
Still no lawsuit and billions missing for the homeless
